Public procurement and innovation in Ecuador. A look at the health sector.

Public procurement (PP) consolidates itself as a key catalyst for innovation, articulating the public and private sectors. However, its implementation in Ecuador and Latin America faces structural challenges that limit its impact. This research evaluates the effect of PP on the technological development of the Ecuadorian health sector (2015-2024), using data from SERCOP and classifications according to the Oslo Manual. Through a multinomial logistic regression model, it concludes that the awarded amount and the purchase location are the main determinants of the technological level acquired. The results reveal a preference for standardized solutions and a heterogeneous territorial system. The urgency of implementing more efficient public policies that strengthen technological and innovation capacities in the health sector, overcoming current gaps, is highlighted.
